Is West Launceston steep enough to need a site cut?

Some streets, yes. It is gentler than Trevallyn, but plenty of blocks have enough fall that a level pad means cutting in on the high side. We measure the fall rather than eyeballing it.

Can you get concrete to a back yard near the Gorge?

Usually with a line pump. The blocks here are close-in with narrow side access, which is exactly what a line hose is for. It needs about 600mm and a route.

What do you do about a path across a slope?

Fall it sideways rather than along its length, so water leaves the path instead of running down it and pooling at the bottom. It is a small decision at set out and a large one afterwards.
